DANEL turns demanding federal opportunities into capture plans, compliant proposals, and decisions a source-selection board can defend.
Led by Tov Brog, founder of DANEL Business Development Services. Federal capture and proposal leadership since 2011, built on Air Force engineering roles and hands-on work across defense and civilian pursuits.

Assess opportunities, shape win themes, align stakeholders, and build a pursuit plan tied to the customer's stated priorities.
Lead volumes and contributors, build compliance matrices, develop executive summaries, and trace every response back to its solicitation requirement.
Work with subject matter experts to write complex solutions in language an evaluator can score. Technical substance stays intact.
Recent engagements include full proposal efforts, technical volumes, executive summaries, and compliance coordination on sensitive issues. Response types span full solicitations, SBIRs, OTAs, RFIs, and white papers, for contractors serving civilian, defense, and intelligence customers.
Proposal development, executive summaries, compliance matrices, subcontracting plans, and organizational conflict of interest mitigation.

Examples describe consulting assignments. They do not imply an agency endorsement or a contract award.
Every stage of a pursuit starts from a baseline artifact: a requirements list, a customer profile, a win-theme draft, a first-pass section. The quality of that starting point sets the ceiling for everything built on it.
In the middle stages, DANEL uses AI to make each baseline complete and traceable before people touch it. Your team and ours then spend the hours on judgment: what the customer values, where your solution is stronger, how an evaluator will score the response, and what price the customer expects. A person verifies every fact before it leaves the team.
Experience leads every stage. AI does its heaviest work in stages 2 through 6. Qualification, submission checks, and post-submission work run mainly on experience and manual methods, with AI in support.
An experience-led assessment of customer, incumbent, and fit. AI supports by gathering public records.

Team decides: Where to compete, and with whom.
Each claimed discriminator tested against the evaluation criteria.
Team decides: Which themes carry the proposal.

Team decides: Owners, schedule, page budgets.
Features drafted as strengths an evaluator can score, with missing evidence flagged.
Team decides: What the client can prove.

Engagements begin with a scoped assessment: a review of the current workflow, a pilot on one live pursuit, and a written recommendation. The client's approved tools and data-handling rules set the boundaries throughout.
DANEL partners with Beyond the Slope, LLC, led by its founder and principal, Doug Babics. DANEL leads proposal work and supports or leads capture. Beyond the Slope leads technology modernization and program delivery, including cybersecurity and major systems initiatives.
For assignments that call for more capacity, DANEL draws on a network of independent consultants assembled around each pursuit. Tov works directly on every engagement, most often as proposal lead or volume lead with capture support.

“Tov has a knack for the sections that set the tone for an evaluator. He's good at taking a list of features and making them read as strengths a panel can score, so I usually look to him for the first pass on introductions, summaries, and benefits.”
“Tov can turn a proposal around on short notice when he has to. The better move is to bring him in early, while there's still time to shape the capture strategy the response gets built on.”
“My company hired Tov to support a major $1.5B proposal effort. Tov immediately immersed himself into the program, established the respect of the highly technical team, and helped shape an extremely professional proposal.”
“Tov was one of the best capture/proposal managers I've ever supported … I have passed his name and resume to a number of my clients and strongly expressed my confidence in his abilities!”
“Tov understands the art of business development, and is a master at it. … A true asset to any client or company.”
“This depth and breadth of BD/capture/proposal knowledge and expertise enables Tov to bring a lot of value to each client he supports. I believe he's best used early on, to support solution and strategy development leading into proposal development on high-value pursuits.”
